Nancy B. Walters, PhD

Dr. Walters, a retired educator and program manager, has experience that includes teaching, research, analysis of land and water development proposals, and higher education administration. At the start of her career in Minnesota, Dr. Walters worked for the U.S. Fish and Wildlife Service as a program analyst in the Ecological Services Division. She then transitioned to work on federal programs for the Minnesota Office of Higher Education. This included program management, evaluating proposed and funded projects, providing technical assistance for programs to encourage teacher quality, postsecondary community service, and college access for students of color. At the state level, she developed grant programs for community service, recruitment and retention of students in nursing, research on traumatic brain injury and spinal cord injury, intervention for college attendance, and concurrent enrollment. With extensive academic and professional preparation in the sciences, program management, and policy issues; her greatest accomplishment has been mentoring young professionals from underrepresented groups as they prepare for and begin their careers.

Community service has included serving on the Minnesota Teacher of the Year Selection Panel from 2004-2017, serving on and chairing the AAUW Education Foundation’s International Fellowship Panel, serving as founding president of the MN Chapter of the Association of Black Women in Higher Education, and as a proposal reviewer for U.S. Department of Education.  Now as a retiree living in Virginia, Nancy continues work as a reviewer for the U.S. Department of Education and as a contributing faculty member for an online graduate education program.

Dr. Walters has a Bachelor of Science in Biology from Virginia State College (now Virginia State University), a Master of Arts in Science Education from The Ohio State University, and a Master of Arts in Public Administration and a Doctor of Philosophy in Higher Education Policy and Administration from the University of Minnesota.
